DATA’s Board of Directors added two new members recently: Jatinder Kaur Khosla from the Fairfax County Economic Development Authority (FCEDA), and Penny Newquist of Loudoun County’s Department of Transportation and Capital Infrastructure.
Jatinder Khosla
Jatinder serves as FCEDA’s Business Development Manager for Europe. She joined the Authority in March 2008. In her current role, she is responsible for bringing foreign direct investment from Europe into Fairfax County, and oversees the operations of FCEDA’s office in Berlin. Ms. Khosla has also worked with a number of international companies located in Fairfax County to help them develop their business activities.
Before joining the FCEDA, Ms. Khosla worked at the Fairfax County Park Authority from 2004 to 2008 in an administrative role and represented the agency on various committees.
Ms. Khosla has been an active member of the Northern Virginia Technology Council since 2012 and serves on its international committee. She also serves on the board of the Netherlands America Chamber of Commerce Washington Metro. Her areas of expertise include economic development, strategic planning, marketing, business development, market strategy, market communications and community development.
Ms. Khosla graduated summa cum laude from George Mason University with a Bachelor of Science Degree in Management.

Penny Newquist
Penny serves as Assistant Director, Transportation Services at Loudoun County’s Department of Transportation and Capital Infrastructure. She began working for Loudoun County in April 2013 after completing 29 years of public service in Arlington County.
Her current duties include representing Loudoun County as a contributing member of the Washington Metropolitan Area Transit Authority (WMATA) Compact, actively participating in and influencing transportation issues brought before the Northern Virginia Transportation Commission (NVTC), monitoring transit funding legislation, overseeing the planning and operations of the Loudoun County Transit and Commuter Services program, and preparing for changes resulting from the opening of the Metrorail Silver Line Phase 2.
